Drip Irrigation During a Hosepipe Ban: UK Rules Explained

Quick answer
Drip irrigation is not automatically exempt from a UK hosepipe ban. It may be permitted when your drinking-water supplier's current Temporary Use Ban notice contains a drip or trickle exception and your installed system meets every condition in that wording.
Current notices commonly refer to a fixed system that:
- is controlled by a timer;
- includes a pressure-reducing valve;
- delivers water drip by drip at or below the soil surface;
- produces no spray, mist, airborne jet or surface runoff;
- is not hand-held or moved around like a hose.
The exact rule belongs to the supplier serving the tap. Check the live legal notice before use. A timer by itself does not create an exemption, and neither does a product label saying “drip”, “micro” or “soaker”.
Why there is no single UK yes-or-no answer
In England and Wales, water companies can introduce Temporary Use Bans under section 76 of the Water Industry Act 1991. The Water Use (Temporary Bans) Order 2010 defines categories of use, while each company publishes the area, start date, restrictions, concessions and exceptions that apply to its customers.
That means two gardens in neighbouring postcodes can face different rules if their drinking water comes from different suppliers. It also means an exception published in an old article or by another company is not enough.

What “approved drip or trickle irrigation” means in practice
Supplier wording is the authority, but the engineering intent is consistent: apply a small, controlled flow directly to the root zone without turning the hose into a spray or allowing wasteful runoff.

A typical order is:
outside tap -> timer -> pressure reducer -> filter -> supply pipe -> micro-tube -> dripper at each plant
Follow the component manufacturer's specified order where it differs. Some combined filter/regulator units are designed for a particular orientation. A diagram on a blog is not a substitute for the supplied instructions.
Is a soaker hose exempt?
Do not assume so. Search Console shows people specifically asking whether a soaker hose can be used during a hosepipe ban. A porous hose may water near the soil, but the supplier may require an approved drip or trickle system with named controls. Some soaker products can also wet the surface continuously or create runoff when pressure is too high.
Ask three questions:
- Does the current supplier notice explicitly include this type of system?
- Is it fixed, timed and pressure regulated as required?
- Can it operate without spray, pooling or runoff along its full length?
If any answer is uncertain, use a watering can or another method explicitly allowed by the notice until the supplier confirms the setup.
Does a smart water timer make hose use legal?
No. A smart timer is a control component, not a legal permission. Attaching a timer to an ordinary hose or sprinkler does not turn that equipment into qualifying drip irrigation.
Where a supplier permits a qualifying system, a timer can help by separating plant groups, limiting runtime and pausing after rain. A multi-zone controller may run greenhouse crops, raised beds and pots separately, but each connected line still has to satisfy the restriction wording.

A pre-use compliance check
1. Save the rule that applies
Record the supplier, page URL, checked date and relevant exception. Restrictions can be varied or lifted, and search snippets can lag behind the live notice.
2. Inspect the hardware while dry
Check the tap washer, timer connection, pressure reducer, filter direction, supply pipe and every micro-tube joint. Replace cracked or loose components before opening the tap.
3. Flush before fitting emitters
Flush new or disturbed lines according to the kit instructions so installation debris does not block the smallest passages. Close the ends and fit emitters only after the water runs clear.
4. Run one zone while watching it
Look for airborne spray, a detached micro-tube, water tracking down the path, pooling beside a container and a dry final emitter. Correct the physical fault before changing the schedule.
5. Measure output and soil response
Catch an emitter's output for a known time if the manufacturer permits. Check moisture below the surface after the run. Reduce runtime or split it into shorter cycles if water reaches the surface faster than the soil accepts it.
6. Confirm shut-off
Watch the final emitter after the valve closes. A slow drain from a line can be normal; continued mains flow is not. Reinspect the tap connection with a dry tissue to reveal a small leak.
Common mistakes that defeat the exception
- using a sprinkler downstream of a timer;
- fitting a pressure reducer but omitting the timer required by the notice;
- running open-ended micro-tube instead of controlled emitters;
- allowing drippers to spray after a connector loosens;
- moving a porous hose between beds as if it were a handheld hose;
- copying another water company's exception;
- relying on harvested rainwater without confirming it is isolated from mains water;
- leaving a legal setup running long enough to cause runoff.
The safest interpretation is the narrow one: meet every published condition and use only the water needed at the roots.
Choosing and scheduling a compliant zone
Do not begin with an arbitrary number of minutes. Group plants with similar root depth, container size and exposure. Measure emitter output, run the zone, then check the root area rather than the surface alone.
Containers and grow bags usually need their own line because their small compost volume can dry faster than open ground. Established shrubs may need less frequent, deeper watering. A greenhouse should not share a runtime with lawn simply because both pipes reach the same tap.
